Judy Herbstman is the President of Settlement Housing Fund, Inc., a New York City-based nonprofit affordable housing developer. Before becoming President in 2024, Judy ran the real estate department at Settlement for 7 years, overseeing a team responsible for acquisitions, development, and operations for Settlement’s 3,100-unit portfolio and pipeline.

Prior to joining Settlement in 2017, Judy worked as a project manager at Douglaston Development, at the US Department of Housing and Urban Development, and other roles in government and community development. She has an AB from Harvard University, an MPA from New York University’s Wagner Graduate School of Public Service, and an MBA from New York University’s Stern School of Business.
