The Affordable Housing Reinvestment Fund (AHRF) Offsets Program
The only GHG offsets valid for LL97 compliance are those purchased through the New York City Affordable Housing Reinvestment Fund (“AHRF”). Also known as the GreenHOUSE Fund, the AHRF is a collaboration between the NYC Department of Buildings (DOB), NYC Department of Housing Preservation & Development (HPD), and the Mayor’s Office of Climate and Environmental Justice (MOCEJ), administered by NYCEEC acting as agent for the City (“Administrator”).
The AHRF uses contributions from offset sales to fund renovations at qualifying affordable housing buildings in NYC through HPD’s Resilient & Equitable Decarbonization Initiative (“REDi”). REDi, previously known as the Retrofit Electrification Pilot, is a long-term joint initiative of HPD and the New York State Energy Research Development Authority (NYSERDA) that provides funding and technical assistance to replace combustion-based equipment with high-efficiency electric equipment in buildings that are eligible per HPD guidelines. Purchasing offsets through AHRF improves housing conditions in NYC, directly contributes to local emissions reductions, supports statewide Disadvantaged Communities (“DAC”) investment goals, and has high transparency and high accountability.
PROCESS FOR PURCHASING AFFORDABLE HOUSING REINVESTMENT FUND (AHRF) OFFSETS

Determine Offset Purchase Amount:
For LL97, the maximum amount of offsets that may be used for compliance is 10% of a building’s calculated emissions limit. Visit the LL97 Reporting Portal here to calculate this amount.

Submit Purchase Application:
Complete the AHRF Offset Purchase Application, available below, and submit it to NYCEEC by emailing
[email protected]. NYCEEC will review the application and upon approval, send an invoice to make a payment for AHRF offsets. After making the payment for AHRF offsets the Purchaser must email NYCEEC to notify them of payment.
3.
Confirm Purchase:
Once payment clears, NYCEEC will send the Applicant a certificate confirming the number of offsets purchased and their retirement. Offsets purchased for LL97 compliance will automatically be applied to the building’s annual emissions in the LL97 reporting portal within 10 business days.
4.
Track Offsets:
All AHRF Offsets will be reflected in a public registry, soon available on this page, tracking the emissions reductions achieved.
The price of one AHRF Offset is: $268 per tCO2e. This price is designed to reflect the localized cost to offset one tonne or one metric ton of carbon dioxide equivalent emissions and mirrors the approach used to determine the cost of LL97 penalties.
